Franklin Financial Services Corporation (OTCBB: FRAF), holding company of $630 million Farmers and Merchants Trust Company of Chambersburg, has completed its acquisition of Fulton Bancshares Corporation, the $140 million parent company of The Fulton County National Bank and Trust Company, in a deal that extends Franklin Financial's reach into Bedford, Huntingdon and Fulton counties. Fulton had a historically strong franchise but had recently encountered difficulties. This is Franklin Financial's first whole bank purchase. Franklin was able to structure a transaction that reflected Fulton's restructuring plan and anticipates accretion to EPS in the first year.
